A discussion paper on the Swiss health system following a visit by Swiss pro-competition economist Peter Zweifel to the UK Health Policy Reform Group (HPRG) in 2002.
Notes that “private insurers” in Switzerland are actually non-profit sickness funds and do not determine the benefits package, the price, or the providers of services. While this paper argues in favor of privatization, it is clear that regulation, not competition, is what keeps the Swiss system universal and relatively affordable (30 percent lower costs than the US, but the second highest health care costs in the world).
